No: Not unless it is a chemotherapy side effect or someone is in the most advanced stages. Most patients with breast cancer have no symptoms - they have a mass in the breast that is felt or seen on imaging (mammography, etc.).

It Can: Any type of cancer can decrease appetite. It is important to maintain good nutrition and take steps to maintain your nutrition. Many centers will have access to a nutritionist who can give you good suggestions.
