You can give water.: With breast-feeding and solid food, it is ok to give water, for a 7-month-old baby.

Depends on situation: Additional water is not needed if the kid is having wet diapers every 6 hr or better.Breast milk is a well balanced fluid source & pureed foods are up to 65% water. Extra water os ok if you want, but not a necessity for good growth.

Don't stress: I agree that you don't need to give your baby water but starting with 1 ounce every day and slowly increasing to 4 ounces/day can be a nice way to introduce your baby to a very healthy drink option as the baby is weaned off breast milk closer to a year of age. However, i wouldn't stress about the "rules" and i would take it slow.
