Probably not: You are young and the pain sounds cyclical and doesn't sound typical for cardiac pain. There are many other things that it could be, but heart is way way down my list. Concerns, get your pcp to check it out.

Doubtful: Cardiac discomfort generally comes on with activity or stress and then fades with rest or relaxation. Localized pain as you have described sounds more like costochondritis or some type of muscular pain. Another possibility would be an abnormality in the chest wall which should be investigated with an exam and possibly xrays or a ct.
