Try a hemorrhoid gel: This is most likely a hemorrhoid. That has thrombosed - developed a clot in a swollen vein around the rectum. Try conservative treatment 1st - lubricate the bump with gel, take stool softeners, eat more fiber, drink more water, take warm baths, use over the counter pain pills, take daily walks or other exercises. If it doesn't resolve, surgical excision of the hemorrhoid may be the best treatment.
