No: Goiter is a growth of thyroid not a swelling. Ice is not helpful. A compressive goiter may need to be surgically remover or a layed with I-131 if causing symptoms.

Goiter: Is an enlarged thyroid gland. It could be due to an under active gland but there are different reasons for it but ice packs will not make it go down. You should be seeing a doctor since an evaluation will tell you why you have it and what the best treatment would be. It could just be you need to take medicine. May not be serious but get it checked out.
