You may have : Notalgia paresthetica, an uncommon irritation of nerves over the mid shoulder blade, but if there is a winging this is a problem with long thoracic nerve, and if weak over shoulder may involve suprascapular nerve. Since many possibilities, have your doc do an exam and see what is the most likely answer.
