Not really: Some hormonal changes during pregnancy could lead to acne, skin lesions, but "painful bumps/boils" doesn't sound "normal" if I have to say yes or no.

No: You probably have irritation causing boils on the inner thighs; a round of antibiotics mat help but go see your doctor, dont't shave, warm compresses, keep clean with soap and water.
