Get the diagnosis: There are many types and causes of skin rashes. Several types of inflammatory conditions of the skin, allergic reactions, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin. Have it evaluated by a professional and get the appropriate treatment.

It may be a Wart: Warts can often look like a callus. A wart has capillaries that bleed when scraped. You need to see a professional though. There are many skin conditions which can cause this. It is the callus like appearance that made me think of this differential diagnosis. Nevertheless "years" of a skin condition needs to be evaluated. Good luck and make sure you follow up with a doctor.

You need to see a : Doctor. It is not typical for a callous to bleed. Hence, it may not be a callous. A wart is a possibility as it looks like a callous and they are vascular. However, there are some "dangerous" lesions which may appear the same way. Hence, better safe than sorry and see a doctor.
