Blood work: The best way is for you to discuss with the doctor who ordered the test. Anyway, the interpretation will depend on the normal range used at the lab where you had the tests done. In general, here, your white blood cell is mildly low , and you are deficient in vitamin d. Go to see your doctor and discuss in detail, also further evaluation for your low white cell and prescription of vitamin d.
