My dad broke his small foot finger the doctor gave him the barouk shoe and he should rest but he can't does it affect his finger ?

Not sure: What a barouk shoe is. One can walk in a surgical shoe with a broken pinky toe. A good idea would have been to wrap the toe as well, to immobilize further and to add some compression. He can take antiinflammatory as well. Apply ice when can. Walking is permitted with that shoe on.
