Be seen ASAP.: Tightness in the chest during an asthma attack can be a sign of a serious problem. New arm pain could be a simple muscle strain but could also be a sign of a chest or heart problem. Bring your partner to an urgent care center or emergency room as soon as possible to rule out a serious asthma attack.

Needs inhalers : His asthma should be better controlled. If he is on just an albuterol inhaler and is using it more than 2 times weekly then he should be on a long term controller. If he is on along term controller and still having issues then his meds may not be strong enough or he isn't taking them adequately. If he is on good meds and is using them correctly then he needs to see his doctor.
