Yes: Bone growth plates activity is related to age but growth can continue to occur after 16 years of age in some individuals.

Depends: At a bone age of 16 most males are finishing their growth with the growth centers fusing (closing) at a bone age of 18. The anticipated increase in length between 16-18 is about 2 inches.
