Normal: Veins get bigger when you breath in because the pressure in your chest increases and blood for that brief period in the vein backs up. Same reason when you touch it above that it backs up. All normal and healthy.

Jugular: The most prominent vein in the neck is the jugular vein that drains into the chest and then the heart via the superior vena cava...As it is in such close proximitry to the heart it will reflect the strength of the heart..In halation will make the vein collapse while straining wil produc ehte opposite effect.
