See ENT: The resolution of symptoms from hydrocortisone (are you sure that it is not prednisone?) suggests that this is from an inflammatory condition- however the dose of hydrocortisone is unlikely to be that effective in controlling inflammation. Do note that chronic use of cortisone may lead to a lot of severe side effects . Have you consulted an ENT whose practice focuses on the ears alone?
