2 reasons: Fungal spores, which cause the ringworm infection, do not wash out in the laundry and are not killed by the heat of the drier. They live for 30 days. If you don't treat your fungus infection for at least 30 days (despite it clearing up in only a few days with treatment), you're bound to re-infection. We have found there is a genetic predisposition to some fungi, so some ppl just keep getting it.
