No: You still make insulin. However, in patients with type 2 diabetes, the amount of insulin/c-peptide made is insufficient for actual requirements. This is the reason for the high fasting blood sugar and represents pancreatic islet failure. As long as blood sugar is high, it doesn't matter how much c-peptide/insulin one makes as it still isn't enough to compensate for actual needs.
