Variable: Dermatitis is a broad term meaning "inflammation of the skin" there are some conditions mostly microbial(virus/bacteria) that are spread by direct contact. There are some spread by other means like chicken pox which is caught by spread of "fomites" or sputum like the common cold. In general barrier protection and careful hygiene are optimal in reducing the spread of many but not all dermatitis.

Not really: Dermatitis just means a skin inflammation. Most are not contagious but a few such as impetigo may.
