Breast milk: No it does not mean low milk supply. Milk is expressed by suction of the nipple, either from the baby nursing or from using a breast pump.

Breast milk supply: Pressing the breast after having nursed your baby may not produce milk at all. However, if it's been a couple hours after nursing, your supply may be deficient.
