When is it safe to let my baby play with chalk?

Depends: Your baby can play with chalk as soon as he realizes that the chalk should be used on the ground or chalkboard and not be put in his mouth. Not that the chalk is particularly harmful, but if he breaks a piece of it off in his mouth, he could choke on it. Scribbling with chalk can be a lot of fun with babies, as long as they realize it's not food!

No chalk for babies: Chalk is too small (when it breaks into chunks) and too powdery, so babies and toddlers should not play with chalk. Babies and toddlers can choke on small things.
