Atopic Dermatitis: This may be atopic dermatitis. It is seasonal and responds well to steroid ointments. Alternatively, it may be blepharitis which responds well to lid hygiene and steroid/antibiotic ointment. Finally, it may just be dry skin which responds well to moisturizers. See your ophthalmologist or dermatologist for a definitive diagnosis and recommendation.

See your eye doctor: Irritated eyelids can be caused by several conditions. Sometimes there is an allergy, sometimes it can be caused by a reaction to new detergents/fabric softeners/soaps/cosmetics, and occasionally it can be perpetuated by eyelid rubbing. An eye doctor can determine the cause and start an appropriate treatment for you; it doesn't look like it will resolve on its own.
