Eczema: if you use some steroid eye creams over the area twice per day for few days and decrease to once per day for few days, it will resolve. I prefer combination steroid and antibiotic creams, like Maxitrol (dexamethasone neomycin and polymyxin). But you have to see an ophthalmologist.

Should be examined: this"sounds" like seborrheic dermatitis- usually quite easily treated using a Q-tip and a soapy solution of either Head and Shoulders or Selsun ( selenium) shampoo( assuming you are not allergic to these). Apply the soapy solution to the flaking areas, leave on 5-7 minutes and then rinse off with warm water. If not improving within 1 week-see a dermatologist.
