What causes veins in neck to vibrate once in a while no additional info?

Probably normal: Your jugular vein will pulsate normally with each heart beat (visually at least). Exaggerated pulsation in the jugular vein can be a sign of a cardiac problem however, and should be pointed out to your doctor.
