Yes: Though usually not already poured and set concrete. The people usually affected are workers and manufacturers. People can either have irritant reactions to the concrete itself, or sometimes metal allergies to additives in the concrete. There may be other things in the work environment that may also cause allergy or asthma as well.

Yes: The components and chemicals in concrete are very irritating as well as allergenic. Most often it is allergic contact dermatitis. You need to be patch tested by an allergist or dermatologist to truly determine what components you might be reacting to in the concrete.
