Medicated shampoos: Most likely you have a condition called seborrheic dermatitis. So, otc medicated shampoos like head & shoulder, t-gel/t-sal, Nizoral (ketoconazole) would help. Dermatologists may order prescription-strengthed shampoos like clobex, etc plus steroid scalp lotions.

Topical steroids: Over the counter shampoos can help with mild cases of dandruff and itchy scalp but more severe cases requires prescriptions of topical shampoos and solutions which contain steroids to alleviate the itching.
