Depends on oiliness: Skin must have oil in order to stay soft and waterproof (water resistant). Otherwise, eczema rashes with dry, crackly skin will start forming. Washing one's face in the morning and at bedtime is fine to do. Not washing one's face will lead to an oily face, but should not cause any medical problems. Washing 2 extra times during the day is fine, but over-washing will irritate skin & cause rashes.

It depends: Most dermatologists will recommend washing the face once or twice a day with a non-soap cleanser. It also depends on skin type, skin condition present, etc. The most important purpose of washing the face is to clean off debris and dirt. The face is usually exposed to dirt outside the home, so the most important time to clean would be when you return home and you are no longer exposed to dirt.
