is it bad two wash your face twice a day in the morning and at night some people say its damaging to the skin?

Face washing: Washing your face many times a day could be good or bad for it. This depends upon the oiliness of your skin. If you're oily and have soil on your face, wash it. If you're not don't. It would be wise to consult your dermatologist about the right cleansers that she or he would like you to use.
