Neither : The runny nose may be another stage of the process .I generally look at better or wore as a gauge you can tell from a distance. Infants are best when playful, maintaining a normal pattern of feeds, sleep and play. They are off when they are gloomy, off their feeds & not sleeping. If your kid is playful i would not spend time worrying about the process.

Depends: Both are symptoms of a common cold and can appear at different times, but do not mean it is getting worse. However, if the symptoms are lasting more than 7-10 days or there are additional symptoms including, but not limited to such as fever, difficulty breathing, wheezing , i would recommend seeing a pediatrician.
