Several things: When this happens, i always ask myself, could it be an allergic reaction to something, perhaps deodorant? So the first step, is try absolutely nothing except keep it clean. You tried a medication for an allergic reaction, but keep in mind 1st step is to remove the allergen. Other possibilities are a fungal rash (use antifungal cream or powder) or a bacterial rash (usually oral meds required).

It may be an infecti: If it hurts and is sensitive it may be an infectious rash and you should have it checked by your doctor if it was due to allergy due to use of deodorant it will itch and usually does not hurt or it may be a condotion called hydranitis. What ever it may be only can be determined by examining it with naked eye.
