Probably air: First, yes, dish soap, while not known for it's nutrition is generally safe or it wouldn't be on dishes. That said, the first time you pump, you usually don't get much production, and air may have entered the system causing the bubbles. Later pumping may get better flow and less air interruption. Either way, your baby will be fine.
