Where a person fails to go through puberty and appears as a child throughout adulthood?

Hormonal failure: Failing to go through puberty implies a failure of action of the sex hormones. This can result from a problem with the hypothalmus or pituitary gland in the brain, absence or failure of the ovaries or testicles or failure of the body to respond to appropriate levels of sexual hormones. Proper diagnosis of the cause allows us to provide the appropriate treatment course to bring sexual maturation.

Endocrine issues: The person you mention needs to see an endocrinologist. He/she will let you know if anything can be done. Psychological support may also be useful. Peace and good health.
