A urinary bladder catheter is a different device used to help empty the urinary bladder. A urinary catheter would be longer, softer, usually sterile, and designed specifically for the urinary system. Unclean catheters could cause urinary bladder infections. You would not want to use an enema tube for a urinary bladder condition, if i understand your question correctly.
