What : What you are refering to is what we call tonsilloliths. It usually represents entrapped bacteria and particulate food matter that gets trapped within the invaginated parts of our tonsils we call crypts, and often associated with chronic tonsillitis. In addition to white spots, people also often complain of bad breath (halitosis). In mild cases, occasional benefit can be obtained by using a water pick in a dependent position over the sink to try and flush out the debris. When this doesn't work, tonsillectomy remains an option.
