She's virgin 13yrs but has been having a milky vaginal discharge and it smells bad and also mostly her vagina itches her what could be the problem?

You : You may have an overgrowth of a certain bacteria. Typically it is bacterial vaginosis. There are other bacteria such as ureaplasma and mycoplasma. A gyn doctor can do cultures and simple test to diagnose the problem and treat it with the appropriate antibiotics.

Could be normal: Vaginal discharge but get examined anyway to check for infection esp yeast or candida.

Vaginosis?: I suggest seeing your gynecologist or family doctor and getting testing for bacterial vaginosis as well as other infections. You might have an underlying BV which is causing the foul smell (especially if it is fishy). Also reduce intake of sugar and starch and eat more green veggies to make your body more alkaline which should help some.
