Often : Often times women tend to retain water, especially right before their period. This is what is referred to as "water weight gain". Usually when a woman's period is over this water weight is lost. This could explain why exercising is not making a difference. However, you have to also consider your diet. If you are not eating a healthy diet, then you will gain weight regardless. Take care.
