It's never medically: Necessary. In the 28 countries in africa & the middle east where it's actively practiced it is seen as important. It's a way to ensure a female's virginity & fidelity especially when there is infibulation (external tissues are sewn together). Some consider female genitalia to be disgusting & dirty & fgm is seen as improving esthetics & enhancing purity. Some men find sex with infibulation more.
