Anytime : Anytime sperm comes in contact with the vagina, there is a possibility of pregnancy. The data is controversial as to whether pre-ejaculate can contain low levels sperm or no sperm at all. Since pregnancy could still be possible (though much less likely than if there was actual intercourse with ejaculation) pulling out is not considered a good form of birth control.
