Get : Get all your medical records and see a colon and rectal specialist who can reconnect you with less than 2 inches. It is very technically difficult and risky for your health to try to reconnect you with somebody who doesn't speicalize in rectal cancer if the cancer is too low. You have to make sure all the cancer is out. Life with a colostomy is better than life with cancer that comes back... However you need more information to ask if you can be reconnected or not. You need to find out how low is the tumor actually... You just say it's "too low". Your doctor may be right and you need a permanent colostomy or it may be too low for his level of comfort given his expertise. Good luck.

Although: Some lesions are amenable to saving the anal sphincter, but very low lesions require removal of the anus and a permanent colostomy. Although the anus can be spared the result may not be satisfactory, with frequent stooling, which in some cases leads to the patient being home bound. The goal of surgery with neoadjuvant chemo/radition is a cure! retaining the anus and not a cure is not a great resul.
