If : If you have foot pain, a podiatrist is a reasonable place to start. If you know you have peripheral neuropathy (consider that your sister might be wrong), you can start with either your general md or a podiatrist. (or, you can get another sister's opinion.) podiatrists these days are trained to recognize systemic disease that show up as symptoms in the foot that aren't from a foot problem, and would be able to point you in the right direction if the foot pain you're having isn't originating in your foot.

As : As dr fox indicated, if you have foot pain you might start with either a podiatrist or a general medical physician, such as an internist. However if you are fairly sure you have peripheral neuropathy, with more than just foot pain as a symptom, you will eventually need to see a neurologist. Only a neurologist is fully prepared to do a thorough examination of your sensory and motor functions, arrange for and interpret data from electromyograms (EMG) and nerve conduction (ncv) studies, and recommend appropriate treatment for whatever particular type of neuropathy you may have.

You should see both: Both may be able to advise you in different way. See you gp and get a referral to see the podiatrist.
