Yes: I think you mean cosmeceuticals. Cosmeceuticals are a higher grade of cosmetics than normal otc drugs. They may contain ingredients such as hydroquinone 4% which is available only thru a doctor's office because it requires a prescription.

Cosmetics? : Cosmetics are usually considers to be make up, like facial cream , mascara, etc. Otc usually are considered to be drugs or medicine that don't require a prescription and can be bought over the counter.
