Most likely: Either by anstent placement via wires and catheters, or open surgical bypass.

Yes: Yes it can be fixed but the question is does it need to be fixed ? Really depends on symptoms . Most of these patients have no symptoms and need no intervention. If need something then stenting or bypass surgery are options for treatment.
