Very : Very difficult to tell without a clinical examination. It could be eczema, psoriasis, stasis dermatitis, or many other conditions. What is this cranber: At times eczema or chronic fungal infection does not have any symptoms. Can try topical corticosteroids and anti-fungal creams twice day for 1 week, if not better need to see dermatologist for biopsy/culture. Watch for streaks/heat/pain that are signs of infection that need to be treated right away.

Many possible dx: There are several possibilities as outlined by the physicians who answered the question. In addition, I would add insect bites. It would be helpful if you could upload a picture of the rash.
