Hard : Hard to tell without seeing this spot but it sounds like possibly post inflammatory hyperpigmentation. This can take time to fade. I would recommend you see a dermatologist who might prescribe a fade cream containing hydroquinone, a good sunscreen like elta md, and perhaps a product like obagi clear.
