There : There are several possibilities including folliculitis, warts, molluscum contagiosum, or eczema. Take a look at the link below to see if they look somewhat similar to the picture. Since they are persistent, i would recommend you consider seeing a dermatologist for definitive diagnosis and to discuss treatment options. I hope that helps.

Few? No pain?: If you only have a few bumps that are not painful- It doesn't sound really suspicious for shingles. Shingles can cause fairly dramatic pain which is followed within a few days by a rash. It usually appears in a particular location on one side of the body. The rash burns intensely, itches & is made up blisters that open up & crust over. Your doctor can help to ID.
