Yes: Sure, human breast milk can be topped off with formula for a bottle, or in an older kid (usually past 12 mos) it can top off cow's milk in a cup.

Yes: Although breast milk is better, all infant formulas have the recommended nutients. Thus mixing is fine. Be aware that some babies react negatively with gas, fussiness etc. To a new formula. Also sometimes the taste of the mix may require an adjustment period.
