Not necessarily: Puberty is a complex process involving multiple hormones and structural changes.In males the process may span from 2 to 5 years with a kids eventual height dependent more on how the bones are affected than other structures. As long as the bones have open growth plates there is room for a kid to grow taller. A bone age assessment (xray) can help gage potential for more growth. Discuss this with doc.

Yes: The hormones which cause puberty and facial hair development also become the hormones which ultimately mature one's growth plates in the bones, which will ultimately fuse indicating the end of linear growth.
