Can visine permanently damage the eyes? if i have a bad reaction to visine, could my eyes become permanently damaged?

Make sure that the bottle is not contaminated though - see your eye doctor to make sure you don't have an infection or toxic keratopathy or conjunctivitis (inflammation of the eye surface). You didn't specify the type of visine drop you used - but make sure you avoid it in the future and use preservative free eye drops.
