There : There is no one technique that would address all of the concerns that you mention. Cheek sagging can be improved using techniques including a midface lift or facial fat grafting. Eyelid wrinkles are typically best treated using a skin resurfacing technique such as chemical peel or laser resurfacing. Excess skin can be improved with a blepharoplasty or eyelid tuck. To tighten your neck a facelift / necklift would be needed. A standard facelift improves this area in addition to the jowl region.

Regular facelift: Short scar facelifts are not as effective as standard facelifts for the neck, cheeks, and jowls. If all of the sites bother you do a standard facelift.

No: It sounds like you have several areas of concern that will require more than one procedure. Sagging cheeks and neck require a facelift that includes tightening the platysma (neck muscle). Short incision may improve this in the upper neck but not much in the lower neck (below the adam's apple region). Your eyelids likely will need either a blepharoplasty or some form of skin resurfacing.

Short scar facelift: Every patent requires an individual plan for the best results. In general the shorter the scar the less dramatic the result. It is not possible to remove excess skin in the neck with out a normal face-lift scar. Be very careful of claims that seem too good to be true they usually are. Visit a board certified plastic surgeon they can tailor a plan to our desires and budget.

Not usually: A short scar facelift typically leaves the scar only in front of the ear and lifts the cheeks and jaw line. Doing a full facelift continues the scar behind the ear (where it is very well hidden), and dramatically improves the neck. http://www.dassmd.com/facelift/index.html.

Maybe: Short scar facelifts work best in carefully selected patients, so without an exam it is impossible to give a definitive answer. Consult with a board certified facial plastic surgeon experienced in both short scar and smas facelift tiechniques. He/she will help determine the correct procedure for you.

Probably not: Modified versions of a full face and neck lift will give more minimal results. Given that you want your cheeks, neck and eyelids tightened you should consider an eye lift (facelift will not address anything above the cheekbones) and a face and neck lift (full facelift). The smaller the incision, the less area that can be tightened. A qualified facial plastic surgeon can help with recommendations.

Limited: The short scar or mini facelift is bet at lifting the cheeks. The effect on the neck is a bit more limited with this approach.
