I : I would agree with you on this one. It sounds like your step daughter is not about to start her menstrual cycle. Typically a girl will get breast buds about one year prior to starting menses. Her symptoms are worrisome. Is there a lot of stress/anxiety in her life? Any traumatic events take place recently? Problems in school? These are all questions that need to be answered because often times traumatic or stressful periods in children's lives can manifest as physical symptoms. On the other hand she needs a thorough work up by her medical provider. Typically, the er only does testing to rule out acute issues, and will often over look things that are less obvious. I recommend having her evaluated by her primary care provider right away. Good luck.

It : It is unlikely that she is getting her period without having developed pubic hair and breasts. Any vaginal bleeding is abnormal and should be investigated soon by a pediatric gynecologist. He/she will want to make sure there is no tumor or trauma in the vagina, uterus, etc.
