No: The hormones given are estrogen-which a man's breast have never seen until they start taking it. Women's breast have seen estrogen since they have gone through puberty so they have already developed the breasts that they can from estrogen exposure (essentially, the men are going through female puberty with the estrogen treatment).

Yes but unsafe: Those hormones can increase the breast size on a natural woman as well, but hormonal influences on the breast which are unnatural can predispose to breast cancer. Why take the chance especially when the amount of growth is general less than a cup and most people want more. That requires an implant.
