I don't think so.: You may be able to block estrogen activity selectively at the breast using raloxifene. If you want to become female isn't breasts kind of, well, part of becomming female? I doubt the breast would become over enlarged but if you wanna be female your gonna kind of need those for the complete package.

No: If you take hormones you will get breast enlargement, although how much will largely depend on genetics. I am not sure you are truly ready to transition if you don't want breasts.
